About the Project: Other Backward Classes in Uttar Pradesh: Politics and Culture

The Other Backward Classes (OBCs) has emerged as a powerful political category in North Indian politics and has transformed the composition of the Indian Parliament over the last two decades. However, we still know very little about the ground reality of this category. This research project explores the questions: who are the OBCs? To what extent they form a coherent block or social category, with similar hopes and aspirations, and how are different caste groups' visions of the social justice, equality and democracy articulated? How and why some of the caste groups within the OBCs have been able to corner more benefits of state welfare than others? This research project aims to understand meanings of being an OBC in contemporary India. The project is led by Dr. Satendra Kumar.

About the Project Director

Satendra Kumar researches in G. B. Pant Social Science Institute, University of Allahabad. He specialises in the anthropology of caste, development, politics, youth and future. His research investigates how the marginalized groups understand and engage with democratic politics and state in post-liberalized India. He has conducted long-term ethnographic fieldwork in western UP, focusing on family, kinship, democracy and the local state. He has also written about youth politics and agrarian transformation in Uttar Pradesh. Beyond his ethnographic research, Satendra is also interested in combining anthropological theory with history, literature and political- legal philosophy. He taught in Delhi School of Economics, University of Delhi, and has been a visiting scholar at the University of California, Berkeley and London School of Economics and Political Science, UK.

A Brainstorming Session on "Folklore and Migration"

GB Pant Social Science Institute, Allahabad is going to launch the project 'Migration and Cultural Traditions of Bhojpuri Region – A Research and Documentation Programme' through a brainstorming session on December 10-11, 2013 at the Institute premise.

This project proposes to study and document the cultural heritage of Bhojpuri speaking migrant labourers who have left their native villages in Bihar and UP to work in different places within India like Surat, Delhi and Mumbai. This study will help to explore how the cultural repertoire helps the migrants to purge themselves of the pain of separation and continue with the mundane drudgery of everyday life in their destination points. After a hard day’s gruelling labour when they get together in their slums or ghettoes and sing songs together they are able to mitigate some of the pain at separating from their native villages and loved ones. For the people who are left behind in the homeland too, like the wives, children, parents and siblings, this cultural repertoire provides solace and helps them to surmount the pain and anguish at the going away of their loved one. This repertoire of cultural forms is still alive in the folk memory and popular culture of Bhojpuri people though the form has changed with the new technological developments and the onset of modernity. A long-term effort is necessary to record this culture that is circulating in the oral tradition of the Bhojpuris, which reflects the various stages of the socio-cultural history of this section of the society. In this study our aim is to document and research this rich cultural legacy that is continuously changing and evolving at both the destination points and the homelands.

In this brainstorm session, our main focus will be "Folklore and Migration" in special context to Bhojpuri Society and Culture. We will try to explore the impact of Folklores on migrants, public, academics and community. We will invite around 20 scholars, policy makers, litterateurs working on migration, media persons, filmmakers, cultural activists, performers and NGOs working on migration issues to brainstorm and help prepare a blueprint and roadmap for the research project.

The key point of discussion in this brainstorming will be:

What is the role of folklore in the everyday life of the migrant labourers? How has the folklore helped the migrants and those left behind to grapple with the emotional loss?

Why do these folklores are diminishing in the process of modernity and development? Also, how do new forms and contents develop and acquire life.

The present face of the folklores and what forces (social, economic, political, historical, literary, etc) helped in its making?
